St. Woolos Cathedral, Newport, is the seat of the Bishop of Monmouth. Welsh bishops are elected by an electoral college consisting of all the bishops, plus six lay and six clergy members from the home diocese and three of each from every other diocese; they meet in the cathedral, which is locked up tight, and have up to three days to elect a candidate by two-thirds majority. Then the primate comes out, stands on the steps outside and announces the name. (
